Kāpiti Coast District Council Climate Change Strategy

The brief

Kāpiti Coast District Council needs a defensible transport climate-change strategy that aligns with Waka Kotahi NZTA’s emission-reduction targets, Greater Wellington Regional Council’s regional targets, and the council’s own emission proportion within the network. TTAP was commissioned to develop the strategy, the supporting assessment tools, and the communication and engagement frame.

Four interlocking strands:

Strategy development — the climate-change strategy itself, aligned to Waka Kotahi Emission Reduction Targets and Greater Wellington Regional Council Emission Reduction Targets
Transport Emission Reduction Assessment tool — a quantitative model letting the council test intervention scenarios against the KCDC emission proportion baseline
Climate-change response intervention impact assessment — modelling the carbon, mode-share and DSI impact of each intervention in the programme
Economic assessment and cost estimation — putting the intervention programme on a per-tonne-CO₂ and per-DSI basis so the council can prioritise spend against measurable outcomes
Data modelling and visualisation to support the strategy’s consultation phase
Communication and engagement with the community and stakeholders

How we work

Climate strategy work is most useful when it gives elected members a clear basis for trade-off decisions. We built the assessment so each intervention has an explicit “if you fund this, you get this much CO₂ reduction at this cost” line, with the underlying methodology referenced back to Waka Kotahi guidance and Greater Wellington’s regional context.

Outcome

KCDC has a climate-change strategy with quantified intervention impacts, an economic appraisal that supports prioritisation, and the communication and engagement record to defend the resulting work programme.

Team

Bob Hu (Managing Director / Principal Traffic Engineer) is strategic lead and holds the KCDC relationship. Wendy Li (Project Manager / Transport Planner) led the climate strategy and economic appraisal workstream. Stu Zhang (Transport Modeller / Assets Analyst) built the Transport Emission Reduction Assessment tool and ran the intervention impact modelling. Yiyao Cheng (GIS Specialist) led the data visualisation. Ana Wang (Senior Project Manager) led community and stakeholder engagement.
