KCDC commissioned TTAP for the Walking & Cycling Network Plan PBC — the strategic business case that informs the next round of active-mode investment across the district. The work combined transport advisory and procurement support.

What we did

  • Transport advisory — network-scale prioritisation, alignment with the council’s broader Speed Management Plan and AMP cycle, and review of network connectivity gaps
  • Procurement — supplier engagement and procurement-pathway design for downstream delivery contracts

Outcome

The PBC gives KCDC a defensible investment case for active-mode network investment and a procurement plan that breaks the work into deliverable packages aligned with the council’s annual capital programme. It also connects directly with the Te Ara Tū road maintenance contract scope and the Speed Management Programme — letting the council coordinate active-mode and motorised-network interventions rather than running them on parallel tracks.
