The brief

NZTA’s IDM separates design from delivery oversight, and MSQA — Materials, Supply and Quality Assurance — is the audit layer that confirms what was designed is what gets built, to specification, on the network. TTAP was appointed to the MSQA panel for three network areas: Manawatū-Whanganui, Taranaki and West Waikato, for the 2025–2027 programme.

What we deliver

Five technical disciplines covered, end-to-end:

  • Granular pavement construction QA
  • Pavement stabilisation (cement, lime, foamed bitumen)
  • Structural asphalt layer QA
  • Thin asphalt surfacing QA
  • Chipseal and reseal QA

For each, our scope includes MSQA Management Plan and programming, hold-point inspection and witness verification, random verification testing, field assurance and site audits, quality documentation (Survey 123 / AWM evidence), temporary traffic management oversight, monthly reporting and NZTA liaison.

How we work

Three local hubs — Kāpiti, New Plymouth, and Hamilton — each staffed with TTAP engineers who know the regional contractors and the local council interfaces. That means an MSQA call-out gets a real engineer on site within hours, not days. NZGTTM-trained personnel handle TTM verification.

All audit evidence is captured in Survey 123 forms with GPS-tagged photo records and uploaded to NZTA’s Asset & Works Management (AWM) system in near-real-time. A monthly Power BI dashboard summarises hold-point performance, non-conformance trends, and remedial closure rates by contractor and by network area.

Outcome

The MSQA function delivers two things NZTA needs: defensible quality evidence on every site, and an early-warning system for contractor performance trends. Both feed into NZTA’s investment audit obligations and the next round of contractor selection.

Team

Bob Hu (Managing Director) leads contract delivery. Charles Agate (Senior Assets Engineer / Traffic Management Specialist) is MSQA lead. Local-hub leads coordinate site-day operations across the three network areas with senior engineering oversight on every audit.
