The brief

NZTA’s Infrastructure Delivery Model uses regional panels of design-services providers to plan and deliver pavement and surfacing renewals across the state highway network. TTAP was appointed to the Manawatū-Whanganui panel for the 2025–2027 programme, covering SH1, SH2, SH3, SH54 and SH57. The work supports NZTA’s 10-year capital programme, Annual Forward Works Programme (AFWP) alignment, and Safety in Design obligations.

What we deliver

The full design lifecycle, performed end-to-end by TTAP’s local team:

  • FWD testing of candidate sections, with deflection-bowl analysis and effective layer modulus back-calculation
  • Field investigation including condition surveys, GPS-tagged photo evidence and visual rutting / cracking assessments
  • Lab testing — CBR, clay index, water content, particle size distribution, plasticity moisture content, RLT, cement / lime demand, ITS and compressive strength
  • Geometric and pavement design for granular pavement, pavement stabilisation, structural asphalt, thin asphalt surfacing and chipseal / reseal options
  • ITP / RQP preparation and post-construction reporting
  • Contract management and AWM inventory management through to completion

How we work

Senior-led at every stage. Local engineers, local field crews, local resources. We use a custom Smart Programme Monitoring Tool with GPS-tagged photo evidence and a Power BI monthly report dashboard, so NZTA’s regional team sees real-time progress against AFWP commitments rather than waiting for end-of-month PDFs.

Outcome

The TTAP panel appointment runs across the 2025–2027 design seasons. Each batch design is delivered against AFWP timelines with traceable digital evidence — letting NZTA defend investment decisions to Crown auditors and council co-funders without needing TTAP to reconstruct rationale months later.

Simon Cager (Principal Project Engineer) chairs design reviews and Safety-in-Design sign-offs. Chaminda Ekanayake and Kamal Priyantha lead field investigation and engineer-design batches respectively.
