The brief
The Transmission Gully Motorway is one of New Zealand’s largest recent transport investments and a central part of the Wellington network. NZTA commissioned TTAP to update the project’s Benefits Realisation Management Plan (BRMP) for 2024 — refreshing the measurement framework against current Government Policy Statement (GPS 2024) priorities, broader outcomes objectives, and the lessons from the first years of operation.
What we deliver
The 2024 BRMP update covers:
- Enhanced performance and benefit measurement — refined KPI/KRA set aligned to GPS 2024 priorities and Broader Outcomes
- Benefits measurement mapping — explicit linkage from each benefit statement through KPIs to underlying data sources
- Data specification update — capturing the data sources, custodians, refresh frequency and lineage behind each KPI
- Stakeholder engagement and communication framework updated for the current operational context
- Environmental and social impact consideration — broadening from level-of-service measures to wider community outcomes
- Technology and innovation framing — surfacing where measurement itself can improve over the next plan cycle
- Framework for continuous learning and improvement — explicit feedback loops between measured outcomes and future investment

How we work
A Benefits Realisation Management Plan only matters if its measures can actually be measured. Our update tightened the data specification for each KPI so that “we’ll review next year” becomes “this metric is sourced from a named data source, refreshed quarterly by a named custodian”. That data-specification rigour is what lets the next review cycle actually compare like-for-like rather than re-defining the question.
Outcome
NZTA has a 2024-current BRMP for Transmission Gully with each benefit measure traceable to its underlying data source, aligned to GPS 2024 priorities, and ready for the next review cycle.
Team
