Overview
TTAP led the IBC for the Palmerston North city-centre transport response, following Waka Kotahi’s Business Case Approach end-to-end. The work began with an Investment Logic Mapping (ILM) workshop to frame the problem, moved through long-list and short-list options under an MCA framework informed by public consultation and SMART objectives, and ended with preferred-option selection and economic appraisal.
What we did
- Strategic context — ILM workshop facilitation; problem / benefit framing; investment hierarchy
- Options development — long-list generation, intervention screening via Early Assessment Sifting Tool (EAST), short-list selection, MCA
- Transport and data modelling — AIMSUN dynamic network model, SIDRA intersection models, bus-hub station modelling, crash model, Power BI data visualisation
- Engagement — workshops and public consultation including accessibility-mode safety perception surveys
- Economic case — tangible BCR plus non-tangible benefit quantification
Outcome
The IBC supports PNCC’s investment case to Waka Kotahi for the next phase of the city-centre programme. The concept-design process complemented the business case so the recommended option arrives with a tangible delivery path, not just a strategic justification.
