Investment promises benefits; without measurement, no one knows whether they landed — and the next funding round has no evidence to build on. Benefits claimed in a business case mean little until something checks whether they actually showed up.
TTAP turns claimed benefits into evidence: a monitoring and evaluation plan to NZTA's Benefits Management Framework, the field data to measure against it, and the reporting and dashboards that make the result visible.

We set the benefits, KPIs and KRAs to NZTA's Benefits Management Framework so there's a clear measurement target.

We collect the data — traffic counts and classification, field instruments, and the relevant network metrics.

Frequently asked
When should a monitoring plan be set up?
Ideally at business-case stage, alongside the benefits — because a clean "before" baseline is much harder to recover once the project is built. We can also set up monitoring retrospectively, but the earlier the better.
Do you collect the field data yourselves?
Yes — we deploy traffic counters and vehicle classifiers (MetroCount / pneumatic tube) in the field, including on the residential streets that matter, not just the arterials, so the data reflects the real network.
Can you build a dashboard so we can see performance over time?
Yes. We build Power BI dashboards so performance against objectives is live and reusable, rather than a one-off report that's out of date the day it's printed.
