Business Cases
Strategic, indicative, programme, detailed, single-stage and lite business cases under the NZTA Business Case Approach. Strategic case framing through to economic appraisal, MCA and investment-ready recommendations.
Project & Programme Management
End-to-end transport project and programme management — from inception and funding application through to delivery, monitoring, evaluation and hand-back. Includes resource planning, council reporting, multidisciplinary team management, and stakeholder coordination.
Transport Planning
Transport network and corridor planning, mode-choice and integrated land-use / transport assessments, active modes and public-transport network development, speed management plans, and council long-term and annual planning support.
Transport Modelling
Microsimulation, mesoscopic and macroscopic transport modelling for business case support, corridor option testing and intersection performance assessment. Bus-hub patronage, crash and dashboard models. NZMUGS-member modelling team.
Transport Economics
Economic evaluation aligned to NZTA's Monetised Benefits and Costs Manual (MBCM). Benefit-cost ratio (BCR) analysis, multi-criteria assessment, travel-time and reliability assessment, and economic case preparation for business cases at all stages.
MSQA Contract Management
Management Surveillance and Quality Assurance services for NZTA and council maintenance and capital works, including independent oversight, IPC certification, EOT/claim review, hold-point inspection, audit trails, and non-conformance close-out. TTAP holds an NZTA IDM MSQA Panel position.
Communications & Engagement
Stakeholder and community engagement for council and NZTA transport programmes. "No surprises" comms planning, public consultation, Mana Whenua liaison, school and resident engagement, and crisis comms during high-impact delivery and incident response.
Monitoring & Evaluation
Benefits management and monitoring plans aligned to NZTA's Benefits Management Framework. KPI/KRA development, post-implementation review (Transmission Gully BMP & Monitoring Plan), and ongoing performance reporting against agreed operating objectives.
Procurement
NZTA-certified procurement specialist support across construction, ITS, professional services and asset-management contracts. Procurement plans, tender development and evaluation, contract compilation, and supplier coordination aligned to NZS 3910, NZS 3917 and AoG frameworks.
Pavement & Surfacing Design
Full pavement and surfacing design cycle to NZTA M/4, M/10, M/6, M/23 and Austroads standards — from FWD testing and field investigation through to pavement design, ITP/RQP and post-construction reporting. TTAP is an appointed member of the NZTA IDM Pavement & Surfacing Design Services panel (Manawatū–Whanganui, Taranaki, West Waikato).
